I need help with some bad neihbors?

I have a issue with my neighbors that are directly across the street from me. My neighborhood would be very nice and peaceful if these people did not live across the street. Every night ( I have only lived there since July 14. 09) plays loud rock/ ICP music on a nightly and daily basics. Every night of the week the play their music until 12am-4am in the morning. On the weekends the will wake up and play their music early as 10am loudly. Every time they leave or come back home they blare their music. I can’t sleep at night unless I put a pillow over my head and practically cut circulation off to my brain. From what I know for facts are 1, the guy that lives there is on parole, 2 the girl that lives there has a 9month old and a 5years old. 3. The smoke pot a lot, 4, that give people tattoos, 5. They do shrooms, 6, they are white racist Nazis. Now, I have called the cops on them once, but still nothing is really being done. I don’t know if everyone else in the neighborhood is scared of them or what. But I am DONE WITH THESE FREAKS. I know they are only renting. What are my options here?
