Is this illegal?

I have a neighbor who calls the police and our apartment manager because my 2 year old child makes too much noise, she lives in the apartment under me. They both tell her she is out of line, no excessive noise. She then send me a package by cerified mail marked Legal Doents Enclosed on the outside.The first 2 pages have this header across the top US District Court District of NH it then lists my neighbor as plaintiff and myself as defendant, it gives a civil case number and from all appearances it is paperwork for a civil lawsuit requesting millions. It also contains 5 pages with the US District Court header titled Sworn Witness Depositions in which all signatures are blackened out. There is no court date and it is not signed, notorized or stamped anywhere by any court personel. I take it to my local courthouse and even the clerk there has no idea what it is. I call it harrment. Do I have any legal recourse?
