Issue of having tubes tied?

Why is it that doctors won't tie a woman's tubes just because she chooses to have it done? Same goes for a hysterectomy but that's a little different since you can't undo it. I am 20 and pregnant and want to have my tubes tied after my first baby but doctors say you must be 25 years old with 2 children.
