Why didn't Chechnya gain independence when the Soviet Union disintegrated in 1991?

The other former Soviet States got their independence practically overnight like the Latvian states, Belarus, Ukraine etc., but how come statehood was denied Chechnya, which was a predominantly Islamic nation anyway, a culture quite divergent from the basically Slavic Russian nation?
